SQL Server 2012 SP2 Upgrade, No reboot required, but the log file says it IS required

An upgrade to 2012SP2 from 2012SP1 via the upgrade wizard succeeded.  During the upgrade, the wizard PASSED the reboot required check, then reported some files in use.  I did not stop the pid's of the file in use because I could not find the related service to restart (but thats another forum.)

The wizard reported success (with no reboot required message.)

The errorlog file in the bootstrap folder reported "Passed, but reboot required, see logs for details."

1: So is a reboot required or not? 

2:  Which log file should I look for and for what value?
